ENERGY AND HOUSING -

Offers income-based rental units. Fees vary based on income. Call or walk-in. Must complete an application. There may be a waiting list.
Eligibility: Must reside in Allegany or Steuben County and meet income guidelines.

FORENSIC BED PROGRAM -

Provides a temporary bed to individuals being released or who have been recently released from the county jail that have a diagnosed mental illness and are homeless. No fee. Must have mental health provider submit an application to Steuben County Community Mental Health Center.
Eligibility: Must be about to be released or recently released from the Steuben County Jail, have a mental health diagnosis and be homeless.

HOUSING PRESERVATION PROGRAM -

Offers emergency home repairs and repairs for owner occupied single family homes. Repairs are for the health and safety of residents and structural integrity of the home and may include septic tanks, roofs, hot water tanks, as well as address accessibility issues. No fee. Call or walk-in. Must complete an application.
Eligibility: Must reside in Steuben County, be an owner occupied single family home and meet income guidelines.

MENTAL HEALTH RESIDENTIAL SERVICES -

Provides supported housing opportunities for individuals recovering from mental illness needing a stable living environment. Individuals are provided the necessary support to live independently. Offers three community residences, with one focusing on individuals with both a mental illness and a chemical addiction (dual diagnosis), with 24 hour supervision that are licensed by the New York State Mental Health. Fees set by state for Community Residences. Independent Living is income based. Call for an intake appointment.
Eligibility: Must be 18 or older and have mental health diagnosis from a mental health provider. Must also be Medicaid eligible for community residences.

VICTIM SERVICE PROGRAM -

Offers victims crisis counseling, social service referral, information and support, transportation to court proceedings, and help in navigating the Crime Victims Compensation Program for reimbursement of medical expenses, loss of income, or a disability as a result of the crime. No fee. Call for information.
Eligibility: Crime must have taken place within Steuben County.

FEDERAL HOME BUYING GRANTS -

Offers grants to help pay for down payments, closing costs, minor repairs or to help buy down the interest rate. No fee. Call for appointment.
Eligibility: Must be a resident of or purchasing home in Chemung, Schuyler or Steuben County, be a first time home buyer, meet eligibility guidelines, and attend a first time home buyers class.

FINANCIAL COUNSELING -

Offers one-on-one counseling designed to present the basics of personal finances, to help establish good credit and/or repair bad credit, to assist participants in making the transition from renter to owner, to help resolve mortgage delinquency and/or prevent foreclosure. No fee. Call for appointment.
Eligibility: Must reside in Chemung, Schuyler or Steuben County.

HOME PROGRAM -

Provides an 8 hour class to assist families in determining the most viable means of financing a new home and provides basic home buying information. $50 per participant. Fee can be waived. Must pre-register.
Eligibility: Must reside, or be purchasing home in Chemung, Schuyler or Steuben County.

REVERSE MORTGAGE COUNSELING -

Provides one-on-one counseling for seniors who wish to withdraw equity from their home for expenses. Counselors explain process and assist in determining available options. No fee. Call for appointment.
Eligibility: Must reside in Chemung, Schuyler or Steuben County, be 55 or older and own home.

SECTION 8 RENTAL ASSISTANCE -

Helps very low and low income families to rent housing in good condition; provides direct payments to property owners on behalf of families/individuals to cover part of the rent. No emergency assistance available. No fee. Must complete application to be placed on waiting list. Chemung and Steuben County residents: Waiting list is closed, applications can only be taken for residence at Hawthorne Court, Elmira or Lake Street Apartments, Hammondsport. (Must also complete application and meet eligibility for apartment complex.).
Eligibility: Must reside in Chemung, Schuyler, or Steuben County. Must meet income eligibility. For tenant based vouchers, housing must meet housing quality standards.
